Description
Transportation Subject Matter ExpertThe Subject Matter Expert (SME) shall provide executive-level technical expertise, strategic guidance, and implementation analysis to drive the integration of DOT's IT infrastructure. Furthermore, the Contractor shall evaluate the current-state and target-state organizational structures and services of organization. The scope includes providing actionable recommendations for operational models, process reengineering, organizational optimization, and cost-efficiency opportunities to ensure a seamless transition to a
product-centric enterprise shared services environment.

- Provide guidance on enterprise IT consolidation strategies, governance frameworks, and service delivery models across DOT OAs.
- Evaluate the organization's current-state and target-state organizational structure and service catalogs. Identify gaps and provide recommendations for structural optimization and service improvements.
- Design and recommend operational models and process reengineering strategies that facilitate the shift from project-centric to product-centric delivery of commodity and mission IT shared services.
- Evaluate current-state IT environments and target-state cloud/data center consolidation plans.
- Identify opportunities to eliminate redundancies, optimize operational efficiency, and realize cost savings.
- Assist in evaluating IT migration roadmaps, identifying technical and operational risks, and recommending actionable mitigation strategies.
- Prepare technical briefs, participate in cross-agency working groups, and advise leadership on change enablement strategies to foster adoption of consolidated and product-aligned services.
Qualifications:
- Bachelor's degree
- 3-5 years of related experience
