Benefits Manager (Human Resources Manager)

Full-time position available with the Human Resources Department, Benefits Division, 414 East 12th Street. Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

 This position is responsible for the administration and supervision of the Benefits division under the Director of Human Resources. The primary functions of the Benefits Manager are to oversee the effective and efficient delivery of benefits to active employees, develop and implement process and customer service improvements, ensure compliance with all relevant federal, state and City laws, policies and procedures and serve as a key contact and resource to partner with City leadership and the Health Care Trust Board.

Duties and responsibilities of this position include:

  • Provide high-level administrative expertise and supervision of Benefits staff.
  • Oversee and supervise administration of City leave plans, voluntary benefits, Family Medical Leave, Paid Parental Leave, COBRA, new employee enrollment, and open enrollment periods.
  • Review and document existing benefits administration procedures, research best practices, make recommendations and implement process improvements.
  • Develop, implement, and document audit procedures for all benefits processes and reconciliation of benefits expenses and payments.
  • Implement new and/or improve current data collection and analysis procedures to support performance measures that reinforce department and City strategic goals.
  • Develop and implement a cross-training initiative within the division to help ensure continuity of operations and increase knowledge and skills of staff.
  • Research, develop and implement customer service initiatives to improve service delivery and maintain the highest level of customer service.
  • Develop and implement a Benefits communication plan to enhance communication with key constituencies, increase awareness and educate City employees on benefit offerings.
  • Oversee functional aspects of PeopleSoft Benefits Administration and work closely with Human Resources Information Systems Division to explore opportunities to maximize process efficiencies and use of PeopleSoft.
  • Interpret human resources policies related to benefits, as needed, propose solutions to unusual problems and improvements and modifications of human resources practices.
  • Serve as liaison to the Health Care Trust Board, make periodic reports to the Board and partner with the Board in the timely implementation of health benefits.
  • Identify changes in legal requirements, government reporting regulations and collective bargaining agreements affecting benefits functions and ensure policies, procedures and reporting are in compliance.
  • Develop tools to capture and analyze leave plan data and recommend policy and procedure improvements.

REQUIRES an accredited Master's degree in business or public administration, education, or a related field and 4 years progressively responsible technical experience in one or more basic phases of public human resources administration including 3 years’ experience at the level of Senior Human Resources Specialist; OR an accredited Bachelor's degree and 5 years progressively responsible technical experience in one or more basic phases of public human resources administration, including 3 years’ experience at the level of Senior Human Resources Specialist. Must possess a valid state issued driver’s license in accordance with the City of KCMO policies. Preference given to candidates who has experience auditing, implementing and optimizing efficiencies within the Benefits sector.

Salary Range: $7,268-$10,902/month
