The New Jersey Attorney General's Office, Office of Law Enforcement and Professional Standards, is looking for a Research Data Manager to join their team. This position is in Trenton, NJ. The salary for this position will fall within the range of $106,547.31 to $157,362.71. Salary offered is non-negotiable and will fall within the range posted.

ABOUT THE DEPARTMENT:
The New Jersey Attorney General has broad oversight of the state’s legal and law enforcement matters. As the head of the Department of Law & Public Safety, the Attorney General supervises a wide range of Divisions, Offices, and Commissions, consisting of 2,800 uniformed officers, 600 lawyers, and thousands of other public servants. The Attorney General’s responsibilities can be divided into five subject matters: criminal, civil, regulatory, grant-making, and juvenile rehabilitation.

ABOUT THE SECTION:
The Office of Law Enforcement Professional Standards (OLEPS) is responsible for reviewing New Jersey State Police rules, regulations, and standing operating procedures that address applicable non-discriminatory policy, the law of arrest, search and seizure, and motor vehicle stop enforcement activities, and any other policy deemed necessary to maintain or enhance the practices of the State Police. OLEPS is also responsible for reviewing and approving State Police training, data collection, and internal misconduct investigative practices, and for performing operations audits, including an independent analysis of State Police policies and practices.

The Office is dedicated to serving the citizens of New Jersey by promoting transparency in the development and implementation of law enforcement policies and procedures. The process of collecting, analyzing, and publishing data on law enforcement practice promotes departmental integrity and allows law enforcement agencies the ability to self-assess and to continue to promote effective and unbiased policing.

ABOUT THE POSITION:
Under the direction of the Office of Law Enforcement Professional Standards (OLEPS) Director, Deputy Director, and/or other supervisory official within the Department of Law and Public Safety: is responsible for managing diverse statistical research for a variety of highly specialized data analytic functions and may oversee a broad portfolio of projects involving data extracted from or inquiries into multiple program areas across the criminal justice system, including, but not limited to, victim services, juvenile justice, human trafficking, corrections, and/or law enforcement; takes charge of leading key tasks, serving as a project manager and principal investigator; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

• Oversees the functions of the Analytic Unit within OLEPS and supervises its team of analysts
• Supervises staff tasked with the production of reports and data analysis on law enforcement agencies within the State
• Establishes performance metrics and the objectives of the unit.
• Designs and implements specialized research and/or analytical programs.
• Examines, modifies, develops, and tests new analytical procedures and methodologies to investigate area(s) of topical interest.
• Analyzes data relating to law enforcement practices and activities and provides detailed, accurate information regarding trends and patterns of those practices.
• Reviews and analyzes data relating to State Police motor vehicle stops, internal affairs, training, supervisory duties, early warning systems, and other law enforcement-related functions.
• Oversees the development and revision of data collection protocols from State Police databases and other law enforcement agencies.
• Creates and maintains analytic databases for OLEPS’ analysis and reports.
• Analyzes and interprets statistical information in furtherance of OLEPS’ mission.
• Makes recommendations concerning policy revisions, training, and database development.
• Designs and implements specialized research and/or analytical programs or projects.
• Prepares and oversees the production of sound, accurate publications, memoranda, and reports relating to research, grant, and other activities containing findings, conclusions, and/or recommendations.
• Serves as a scientific consultant in areas pertaining to specific expertise.
• This position may also require non-traditional work hours, on an as needed basis, including evenings and weekends on short deadlines for certain assignments, with or without advance notice.
• Does other related duties as required.

REQUIRED QUALIFICATIONS:
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

• Eleven (11) years of professional experience in collecting, analyzing, reporting, and disseminating large volumes of data using statistical techniques to identify trends or patterns in complex data for research projects; two (2) years of which shall have been in a supervisory position; including or supplemented by 18 credits in social sciences, criminal justice, statistics, or a closely related field.
• OR Possession of a bachelor’s degree from an accredited college or university, including or supplemented by 18 credits in social sciences, criminal justice, statistics, or a closely related field; and seven (7) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory position.
• OR Possession of a master’s degree in social sciences, criminal justice, statistics, or a closely related field; and six (6) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory position.
• OR Possession of a Ph.D. in social sciences, criminal justice, statistics, or a closely related field; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory position.

"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

OTHER KEY FACTORS: 

• Appointees will be required to possess a driver's license valid in New Jersey.

• Preference will be given to applicants who possess a PhD and/or a master’s degree in a discipline appropriate to the position including, but not limited to, statistics, data science, information science, database management, public administration, criminology, and criminal justice.
• Preference will also be given to applicants who possess R, Python, SASS, Stata, and/or SPSS statistical programming and SQL database management system experience.   Applicants with experience working with law enforcement will also receive preference.
• This position may also require non-traditional work hours, on an as needed basis, including evenings and weekends on short deadlines for certain assignments, with or without advance notice.
