Your Mission in Action
The Implementation and Compliance Specialist (ICS) performs advanced-level work developing, implementing, and maintaining ongoing quality assurance and performance processes used to measure, evaluate, and ensure the compliance and quality performance of the Head Start Program. This position requires extensive travel to assess sites in both newly awarded and established grant areas. The role will oversee the implementation of ongoing quality assurance and monitoring systems related to licensing requirements, ERSEA, Health, Disabilities, and PFCE components. Additionally, the position involves evaluating surrounding demographics, fostering partnerships with former grantees, and reviewing inherited child files as needed to facilitate program transition.
Responsibilities
- Develops, organizes, and implements continuous monitoring and quality assurance systems to ensure programmatic, financial, and regulatory compliance with Head Start standards
- Reviews and verifies files and inventory related to ERSEA, Health, PFCE, and Disabilities for Head Start-eligible families and children from the previous grantee to ensure eligibility during the transition
- Facilitate and lead internal self-assessments, continuous quality improvement meetings, and program data reviews while collaborating with the Compliance and Leadership Teams to complete the program's Self-Assessment, Annual Reviews, and the program's yearly Program Information Report (PIR) as needed
- Oversee and provide guidance on the internal review of alleged incidents involving Upbring Head Start students and/or staff
- Participates in staff meetings, conferences, training sessions, and workshops as assigned
- Updates the leadership team on program status and addresses any concerns related to ERSEA, Health, PFCE, and Disabilities
- Ensures ongoing monitoring, tracking, follow-up, and analysis of enrollment data; produces regular reports for management meetings and/or on an as-needed basis; maintains systems, databases, files, etc., ensuring the security of data
- Provides consultation and technical expertise and assistance to leaders and partner agencies for the purpose of developing and implementing programs, plans strategies, goals, and objectives focused on priorities for students and families; including ongoing technical assistance and training as needed
- Researches, synthesizes, and analyzes data, internal and external reports, trends in education, and community characteristics to support the program strategy, projects, and information needs of the management team and community; presents data, information, and analyzes; makes program recommendations based on research findings; composes narrative and statistical reports based on findings
- Fulfill role as mandated reporter as stated in the Child Abuse and Neglect Policy
- Comply with the company code of conduct and other applicable regulations and requirements, including Licensing Head Start Program Performance Standards (HSPPS), Upbring policies, and procedures, Child Care Minimum Standards, and other federal, state, and local regulatory requirements
- Other duties and projects as assigned
Qualifications
Minimum Qualifications
- Bachelor's degree in Social Work, Human Services, or related field
- 3 years' experience in the family and community engagement field, including experience in program management, and providing technical assistance
- Experience working with Head Start regulations, State and Federal related Child Development Programs and State licensing
Preferred Qualifications
- Master's degree in Social Work, Human Services, or related field
- 5 years 'of increasingly responsible experience performing work in ERSEA, alongside the minimum qualifications listed above
- Working knowledge of Child Plus database
- Bilingual Spanish English based on service population
